Developer of bayfront has an offer for unions

CHULA VISTA – Gaylord Entertainment has made an overture to local unions, raising the hopes of city and port officials that the developer may revive plans for a $1 billion hotel and convention center on the Chula Vista bayfront, despite walking away from the bargaining table last month.
